Jeffrey Barrett

Jeffrey Barrett serves as Senior Intelligence Analyst, Africa, overseeing the strategic direction and execution of intelligence analysis projects and leveraging his government and policy expertise to provide valuable insights for Arcanum’s clients.

A former CIA analyst, Jeffrey brings 15 years of executive and operational experience to the role, including in global supply chain logistics, project management, contract management, and comprehensive open and all-source intelligence analysis, with a specialized focus on Africa.

Jeffrey was a Management Officer in the U.S. Department of State (DoS), Foreign Service, from May 2014 to September 2017 and from January 2020 to September 2023. During this time, he tracked accountable property for U.S. installations worldwide and provided leadership across logistics, finance, Human Resources, security, and facilities departments for the U.S. Embassy in East Africa. His advocacy for U.S. business development equities to host nation government agencies underscores his diplomatic and strategic influence.

His role as an Analyst at the Central Intelligence Agency (CIA) within the Directorate of Analysis from March 2008 to May 2014 and September 2017 to January 2020 was marked by driving U.S. intelligence community analytic efforts for Africa. He crafted key assessments in support of policymaker decisions and delivered open-source intelligence (OSINT) to the White House, National Security Council, and the intelligence community. Additionally, he managed multi-million-dollar contracts for the Office of the Director of National Intelligence (ODNI) during his tenure as a CIA analyst covering Africa.

Jeffrey’s academic background is distinguished, holding a Master’s in Public Policy (M.P.P.) with a focus on International Security Studies from the Yale Jackson School of Global Affairs (2007) and a Bachelor of Arts in History from Yale University (2005). His academic prowess is complemented by a Fulbright-Hays Scholarship at Obafemi Awolowo University, Nigeria, where he completed intensive language study, conducted a project on Yoruba culture, and successfully passed a final written examination.
