UK Law Enforcement Expert Joins Arcanum

London, February 5, 2020 – Arcanum, a global strategic Intelligence company and a wholly-owned subsidiary of Magellan Investment Holdings, announced today that Philip Marshall, a UK law enforcement expert, will be joining Arcanum as Vice President of Global Investigations. In this role, he will be responsible for directing the Global Investigations department. He will support executive leadership with client engagement and establish operational best practices within the organization, including project management and quality assurance of deliverables.

Mr. Marshall brings over 35 years of law enforcement and private sector experience at both national and international levels, having worked for the National Crime Agency (NCA) (previously named the Serious Organised Crime Agency – SOCA) and HM Customs and Excise (HMCE). He brings to Arcanum broad experience in intelligence gathering with a proven background in leading complex transnational crime investigations and a track record of assessing and managing risk.

Prior to joining Arcanum, Mr. Marshall was the Director of Global Operations for the Cyber Defence Alliance – an organization set up by a group of British-based banks to combat cyber-attacks by nation states and organized crime groups. In this role, he oversaw operations designed to protect financial institutions from cyber-attacks and identify those responsible, working with law enforcement to bring crime groups to justice, protecting victims and securing stolen and laundered funds.

Previously, he led a large command of NCA and Police Officers with the national responsibility for delivering intelligence on organized crime to the NCA, the Metropolitan Police Service (MPS), National Police Chiefs Council (NPCC) and Immigration Enforcement (IE). He continued to support international capability development and sat on the Home Secretary’s Technical Advisory Board. He was previously responsible for coordinating overseas technical activity and the collection of intelligence against international crime groups.

He undertook long term deployments to the Caribbean and West Africa, where he worked with host governments to investigate serious and complex crimes. In these regions, he also led a number of capability development programs, working at the highest levels of government to deliver against cross organizational requirements.

He will be based in the Company’s London offices.
